◆◆ A proposal of the ID which can warrant, guarantee and compensate a disaster support nurse

1.Background
 In Japan, during a large-scale disaster, Japanese disaster support nurses are often dispatched to a disaster area from other locations. In such cases, when disaster nurses arrive at the scene, first they need to be able to certify their qualifications to officials managing the disaster response. Second, disaster support nurses need to be able to identify each other. Third, local people, other emergency responders and volunteers need to be able to identify who is a disaster support nurse. Forth, in the event that disaster support nurses are injured while working in a disaster situation, after they leave the scene, they need to be able to prove that they have additional injury insurance coverage that comes with being a certified disaster support nurse.


2.Purpose
 To create a prototype Japanese disaster support nurse identification card that fulfills the four needs stated above.


3.Method
 Our team created a prototype ID card using an iterative action research approach. We organized three meetings with the members of the Kochi disaster nursing support network to brainstorm and discuss possible features of a prototype ID card. Next, we developed our first draft prototype based on the ideas that we generated during the three meetings. We then showed our first draft prototype to three disaster specialists, local administrators, and a cellular phone company that is a partner in our disaster nursing research projects. Finally, we analyzed their viewpoints and specific suggestions, and then refined the prototype.


4.Ethical considerations
 We obtained informed consent from all participants in this research project.


5.Results, considerations and conclusion
 We found that an ID for Japanese disaster support nurses must contain the following features: 1. Disaster support nurses need to be able to present their ID quickly. 2. People need to be able to see and read the ID card easily from a distance or with poor vision. 3. Electronically encoded information on the card must be accessible quickly. 4. The ID card should be waterproof, dirt-proof and generally portable.
 With these considerations in mind, we designed a hard plastic ID card that is 6.2cm × 8.8cm (B8 size), although we continue to discuss the ideal size of the card. The front near the shows large Japanese pictograms (Chinese characters) for “nurse” next to the English word “Nurse” in large typeface. Below that, the nurse’s name appears in large font. The nurse’s identity information is encoded in a digitized QR Code box. We recommended that disaster support nurses attach the ID on their chest with a clip. The nurse’s additional personal information is written back side to protect their privacy.
